it would certainly be possible to make one, look at cell phones, but the regulations for license free toy type handies specifically prohibit digital signal modes. the reason for that is digital would enable encrypted communications. i assume that wifi devices are too expensive for your needs.Is there a walkie talkie you can send words on?
