How could a walkie talkie get broad-casted over an announcement system?

I'm writing a story and there is a scenario where a conversation ends up getting broad-casted over a towns announcement system and I have no idea how this could work! xD Help please? How could a walkie talkie get broad-casted over an announcement system?
Is it an accident or on purpose? A scanner could pick up a Walkie Talkie and the speaker output could feed the PA system. Fire houses do that all the time, it's just a different radio system.

Accidentally, it could be radio interference where the antenna or a long wire picks up the radiation from the Walkie Talkie. How could a walkie talkie get broad-casted over an announcement system?
Normally, it would not happen. There are codes and filters to prevent this.

Now, there are amplifier systems that are not properly sheilded. I have frequently heard CB trucker traffic on the church's audio system.
