Try bump starting it in 2nd gear - it is a lot easier to do. if this works just take it for a spin. you might find that once you have started it and took it for atleast a 15mile run it might be ok. try it without any choke!!
And Or
take the spark plug out - chances are it'll be wet from fuel if you've been trying to start it, give the plug a quick clean, a dip in clean petrol usually help. this will also give the fuel a chance to evaporate if its flooded.
A squirt of carb cleaner in the carb can also help it start in cases like this. its best to squirt directly into the carb but i'm sure just squirting it down the airbox would work. I've never used starter fluid myself!!!!
I dont think the idle adjuster adjusts that much to make it impossible to start so i would ignore this for now until you have a nice engine thats up to temp.
a bit of redex in your fuel will also work wonders at cleaning out the system afterwards.Rm 250 starting trouble?
i mean dip it in petrol to clean it!

Rm 250 starting trouble?Try the 2 turns out.
It's not going to affect the starting, just the idle.
Once the choke is pulled out, it doesn't matter where the adjustment is - the choke is fully open when it's pulled out and the engine should start.
Try changing the spark plug.
It probably got fouled from your friend messing with the adjustment.
Also the bottom end is probably flooded from trying to start with a fouled plug.
Remove the spark plug, put the trani in gear and push start it down the block - the excess fuel will get blown out of the spark plug hole.
Have you turned the petrol tap on, on the petrol tank, assuming you have a tap?
