Do Colleges look at students basketball record even though the high school sucks?

I want to transfer to this high school which doesn't have a good basketball team and their record is bad. Will Colleges still look at students in a sucky high school? Like say a student is good but the teams sucks, will College's still look at their stats?Do Colleges look at students basketball record even though the high school sucks?
