How to remove rusty bolts from a basketball rim?

Trying to replace my basketball rim and the bolts that hold the rim to the backboard are rusty/spray painted. Couldn't get any of them to turn without turning the whole bolt.How to remove rusty bolts from a basketball rim?
There is a special solution you can buy up at your local hardware store to break everything up. Check in the hardware isle. Also, you might want to take a wire brush and some Turpentine to get the paint off. If none of that works, take an angle grinder and grind off the head of the bolt.
