What are the best quality cosmetics available on the market to create this effect?

money is no object here, it doesn't matter is the cosmetics are really expensive. Please recommend top of the range products.

i'm looking for some kind of base foundation and powder, something that will make the user look very pale but not washed out, more like a spode china kind of thing. I'm not looking for any kind of matte mousse, or other liquid based forms of foundation or similar. it must be powder based, something appliable with a brush. and it must make the user look very pale, so nothing like bronzer of a more deep skin tone powder product. Also can you please recommend a high quality blusher, something that will not come off throughout the day and will not smudge etc. again it can't be too dark or distinct and it must be powder based, as it would stand out too much with such a pale base layer of make up. Then the eyes are very important, blue, but not brihgt or pale, dark blue but not navy, something smokey for eye shadow and eye liner alike. so that the user will have smokey blue eyes that appear misty. i don't want to create an effect of bold eyes, more misty. Again this must all be powder based, apart from the eye liner of course. I will also need mascara but not a bright blue, or a black as the contrast will be too severe, something pale grey or blue perhaps and smokey. Any other cosmetics that will help with this effect for the eyes please recommend.

i'm not trying to sound like a snob when i say this- but i really would like the top of the range cosmetic products- expense does not matter, as this is not for my own personal use, i am doing some research.

I agree above, checking out Sephora can really help, since the people there know TONS about makeup. As far as my opinion goes, for a powdery foundation...there is always bare minerals/bare essentials. Its a powder make up and ALSO has blush that you make be looking for, and the blush colors are very very natural looking, not bold pink/orange/red etc. Mascara....i know at sephora they have a navy navy blue mascara by the brand "Urban Decay" its definitely not a bright blue, but its very noticable that its blue.
